To continue our commitment to promoting financial wellness for our members and all Maryland residents, we are excited to announce two new additions to our Board of Directors and Supervisory Committee.
Dr. Dylan Baker will join the SECU Board of Directors. Dr. Baker brings with him a wealth of financial management experience, especially in higher education. His dedication to supporting student success makes him an invaluable addition to the our Board.

Ms. Lisa “Betty” Conners will join SECU’s Supervisory Committee. Her wealth of experience in financial administration, strategic planning, and ability to navigate complex financial landscapes and public-private partnerships will be a great asset to the Committee.

SECU announces board changes, committee appointments
BALTIMORE (May 20, 2025) – SECU, Maryland’s largest state-chartered credit union, is pleased to announce the appointment of Dr. Dylan Baker to its Board of Directors and Ms. Betty Conners, CPA, to its Supervisory Committee.
Dr. Baker’s background as the Associate Vice President, Finance & Personnel at the University of Maryland, College Park supports the ethos of SECU’s Board and brings a wealth of financial management expertise, specifically in higher education. In this role, he manages the organization’s $1 billion annual unrestricted Academic Affairs portfolio and helps craft academic initiatives like the Terrapin Commitment program, which offers full tuition and fees to all Pell-eligible students seeking to attend the state’s flagship university. Dr. Baker’s extensive experience in financial strategy and his dedication to supporting student success are enmeshed with SECU’s mission to promote financial wellness, making him a strategic and invaluable addition to the Directors on the SECU Board.
Ms. Conners, a seasoned finance administrator, joins SECU’s Supervisory Committee with over 30 years of leadership experience at the Maryland State Highway Administration (SHA), where she served in various high-level roles, including Deputy Director of Finance, Director of Finance, and Deputy Administrator. During her long and distinguished tenure, she played a critical role in overseeing SHA’s financial operations, managing a budget of over $1.5 billion, and implementing key financial controls and strategic workforce initiatives.
Ms. Conners’ ability to navigate complex financial landscapes and public-private partnerships is further evidenced by her recent role at the Maryland Transportation Authority, where she currently serves as Director of Finance Administration & Partnerships. Her wealth of experience in fiscal administration and strategic planning will be a great asset to SECU’s Supervisory Committee.

Dr. Baker holds degrees from Loyola University of Maryland, University of Oxford, and the University of Maryland, College Park, including a doctorate degree in public financial management. Ms. Conners is a graduate of Loyola University in Maryland, where she received her bachelor’s degree in business administration and accounting. She is a Certified Public Accountant.
