What is HARP II?
The Home Affordable Refinance Program is a government-sponsored initiative designed to help borrowers with mortgage balances that exceed the value of their properties take advantage of today’s incredibly low mortgage interest rates.
A mortgage loan may be eligible for a HARP II refinance if it:
- Is owned or guaranteed by Freddie Mac or Fannie Mae
- Was sold to Freddie Mac or Fannie Mae on or before May 31, 2009
- Was not previously refinanced under HARP
- Has a loan to value (LTV) ratio that exceeds 80%
- Is in good standing – good payment history for the last 12 months
You can determine if your mortgage loan is initially eligible by checking the Fannie Mae and Freddie Mac web sites or calling the special phone numbers they have set up for the program:

If your loan is owned or guaranteed by Freddie Mac or Fannie Mae, complete and submit the form below and a SECU Mortgage Loan Officer will contact you to get the HARP refinance process started.

Error Resolution and Information Requests
You have certain rights under Federal law related to resolving errors and requesting information about your loan account. In order to provide us with notice of an error on your loan account, or to request information about your loan account, please send us a written notice that contains (i) your name, (ii) your loan account number, and (iii) information concerning the error you believe has occurred or the information you are requesting about your loan.
